Bleach and light are things that kill covid. He was pondering the possibility of coming up with some kind of treatment. Bleach has been used in medical treatments. It used to be mixed in solution and soaked on gauzes and laid on to non healing wounds. So, bleach has been used in medical applications. A lot of medical treatments arise over observations and investigations ensue. Light therapy has been used for infant jaundice, etc.
But, no there is no point he tells anyone to "drink bleach"
