I hung up on him twice
He doesn’t know how to use his fancy phone in his new car

Have you tried calling animal control?
I emailed my neighbor about her dogs. She would leave them outside all day while she went to work. She had no idea they were barking constantly all day and trying to jump the fence to attack me and my family. She took care of it.
Sometimes contacting the owner in a nice way works. Owners have no idea what their pets are up to while they are gone, less they have cameras.

Yes I’ve called Animal Control four times
They are renters and could NOT care less
Twice now we’ve caught the youngest of the litter wandering outside in his diapers (I mean her kids)
One more time and I call CPS

Larry’s granddaughter may have broken her leg
She’s almost 6 and chunky
Her older brother apparently fell on her
And the parents called an ambulance
